    I think by the same logic of 12. One could get 13 or higher. All that would be required is a tie after you break the lroad of another player ... adragon

      It's totally 12. I've gotten it by breaking and taking longest road with a settle, taking me from 9 to 12 points.

        I guess it depends on how instantaneous the count is. If a player wins by building a settlement that cuts LR and gives LR to the buildiing player, then the highest score would be 12. If however, the buildiing of the settlement settles it, then the highest score is only 10.
