: What specific rules (if any) are there for completing the top bracket of a double elimination bracket prior to setting furthur lower bracket pairings? In other words, are the top TWO finalists in top bracket to be given byes while the lower bracket continues to play? Or should Report be followed as listed?

The top brackets and lower brackets run simultaneously. When players lose they are moved to the lower bracket with their first loss. The winner of the upper bracket has not lost any games. Often they must wait to play the winner of the lower bracket. Once they won the upper bracket they are not given byes, they are in the final game waiting to find out who their opponents will be from lower brackets.
During the final of the double elimination the Upper bracket winners only have to win 1 game to win the tournament. If they win the tournament without a loss it is a Perfect Victory. If they lose a game a 2nd game must be played. The winner of the lower bracket must beat the winner of the upper bracket twice to win the tournament.
