Im not real crazy about the 15 second rule either, but since I like to play fast, it doesnt really bother me that much.
But I do think if this ladder wants to build up a player base, you need to start putting on a drive for more than 2 TD's who will host on a regular basis. I think you need some more TD's who will schedule tournies in advance for different times of the day. I see 2 New Td's on the directors list - one has been listed as "in training" for 8 days and the other is "on vacation" already with no tournies hosted. Whats up with that?
